ASSESSMENT CRITERIA OF EFFICIENCY AND PRODUCTIVITY OF THE SYSTEM OF SOCIAL SERVICES RENDERING TO YOUTH BY PUBLIC INSTITUTIONS

Background. In the approved Fundamental principles of the State youth policy 2025 the work with youth is defined as a professional activity, which is focused on solving complex tasks of realization of the youth policy in various spheres of social life. The main goal of the principles of the State youth policy 2025 is to develop a mechanism of continuous growth of human capital efficiency, of fostering competi-tive young generation of Russians, prepared to live in the global world. In this context it is necessary to accomplish a task-oriented work on increasing the efficiency and quality of services provided by the youth affairs authorities in the subjects of the Russian Federation. The aim of the work is to analyze the operating legal arguments for increasing the availability and quality of services provided by the public and municipal authorities.
Materials and methods. Realization of the research tasks was achieved on the basis of the analysis of the acting legal arguments for increasing the availability and quality of services provided by the youth affairs authorities. The methodological potential included the methods of comparative and legal analysis, which allow to com-pare the content and value of the sectoral recommendations on development of indicators of operating efficiency of public institutions’ employees by the example of the administrative district in Moscow.
Results. The author developed sectoral recommendations on development of indicators of operating efficiency of public institutions’ employees by the example of the administrative district in Moscow.
Conclusions. The study of the legal arguments for increasing the availability and quality of the state (municipal) services, provided by the public and municipal authorities, promotes an increase of operating efficiency, first of all, of public institutions’ employees and also allows to determine effective dependence mechanisms of the workers’ salary level on the volume and quality of the provided public services (of the performance).
